New White Paper | Beyond a “Post Office”: Seven Proposals for Strengthening State Engagement with the Inter-American Court of Human Rights from San José
Can diplomacy play a more active role in strengthening the Inter-American Human Rights System?
Professors Lucas Lixinski (University of New South Wales, Australia) and Lucas Carlos Lima (Universidade Federal de Minas Gerais, Brazil) present a new White Paper examining relations between States and the Inter-American Court of Human Rights.
The paper draws on field research conducted in San José, Costa Rica, including interviews with diplomatic representatives and other actors within the Inter-American System.
Building on the experiences and good practices identified, the authors put forward seven concrete proposals to strengthen cooperation between States and the Court: from developing specialised expertise within embassies and improving coordination among domestic institutions to exploring new forms of diplomatic cooperation, professional exchange and cultural dialogue.
The paper seeks to contribute to the debate on the role of legal diplomacy within the Inter-American System, particularly at a time when institutional cooperation is increasingly necessary.
